The Maapäev (translated as "Day of Land") was the Legislative Assembly of Estonia from 1917—1919. During that time Estonia was occupied first by the Germans, and then by the Soviet Union. Hence its main function during its short existence was resistance to invading forces, although it did have unchallenged rule for short periods of time. See history of Estonia.
