Sniggle

Sniggling is a technique used to fish for eels by thrusting the baited hook into their holes or hiding places. (From the 1913 edition of Webster's Revised Unabridged Dictionary).

Sniggle is also used to describe a prankish act of social commentary, art, disruption, or protest[?], such as culture jamming - the idea being that the sniggler uses some bait tasty to the eel to hide the hook and lure it out of its hole, metaphorically-like.
