Paragus

Paragus does not have a high power level[?], but is father to the strongest Saiyan ever - Broly. He was supposed to have been destroyed when Frieza destroyed planet Vegeta, however the "latent energy" in his son Broly allowed them to escape. Paragus is unable to control his son's power when the boy has grown up, so he has a scientist create a controlling device which is placed on Broly while he is asleep. Using this device, Paragus uses Broly as a tool of destruction in order to have some sort of rule over the universe.

Paragus is later killed by his son Broly after the controlling device had been nullified.
