Liu Huaqing

Liu Huaqing (劉華清 pinyin liu2 hua2 qing1) is a general within the People's Liberation Army Navy and is responsible for the modernization efforts of China's navy.

He has outlined a vision by which China would have a navy of global reach by the second half of the 21st century.
