Demographics As of the census of 2000, there are 21,802 people, 8,881 households, and 5,559 families residing in the county. The population density is 11/km² (27/mi²). There are 10,427 housing units at an average density of 5/km² (13/mi²). The racial makeup of the county is 95.79% White, 0.23% African American, 2.18% Native American, 0.33% Asian, 0.05% Pacific Islander, 0.33% from other races, and 1.08% from two or more races. 1.82% of the population are Hispanic or Latino of any race.

There are 8,881 households out of which 28.80% have children under the age of 18 living with them, 51.00% are married couples living together, 8.50% have a female householder with no husband present, and 37.40% are non-families. 29.60% of all households are made up of individuals and 11.50% have someone living alone who is 65 years of age or older.
