Winnsboro is a city located in Franklin Parish, Louisiana. As of the 2000 census, the city had a total population of 5,344.

Geography Winnsboro is located at 32°9'48" North, 91°43'24" West (32.163412, -91.723293)1.

According to the United States Census Bureau, the city has a total area of 10.7 km² (4.1 mi²). 10.5 km² (4.1 mi²) of it is land and 0.2 km² (0.1 mi²) of it is water. The total area is 1.69% water.

Demographics As of the census of 2000, there are 5,344 people, 1,977 households, and 1,310 families residing in the city. The population density is 508.2/km² (1,314.7/mi²). There are 2,144 housing units at an average density of 203.9/km² (527.4/mi²). The racial makeup of the city is 39.97% White, 58.53% African American, 0.17% Native American, 0.41% Asian, 0.02% Pacific Islander, 0.15% from other races, and 0.75% from two or more races. 0.60% of the population are Hispanic or Latino of any race.

There are 1,977 households out of which 33.8% have children under the age of 18 living with them, 34.9% are married couples living together, 27.9% have a female householder with no husband present, and 33.7% are non-families. 30.9% of all households are made up of individuals and 15.2% have someone living alone who is 65 years of age or older. The average household size is 2.60 and the average family size is 3.28.

In the city the population is spread out with 31.4% under the age of 18, 10.0% from 18 to 24, 23.5% from 25 to 44, 18.8% from 45 to 64, and 16.4% who are 65 years of age or older. The median age is 32 years. For every 100 females there are 76.3 males. For every 100 females age 18 and over, there are 67.9 males.

The median income for a household in the city is $17,590, and the median income for a family is $21,543. Males have a median income of $24,608 versus $15,663 for females. The per capita income for the city is $9,229. 40.3% of the population and 36.7% of families are below the poverty line. Out of the total people living in poverty, 58.3% are under the age of 18 and 33.3% are 65 or older.
