Wade Davis Bill

The Wade Davis Bill of 1864 would have allowed seceded states to reenter the union after the United States Civil War if a majority of white citizens took an oath of allegiance to the United States and the state submitted an acceptable constitution. President Abraham Lincoln killed the bill by Pocket Veto.
