Mao, noting the reactionary elements in the
Communist Party bureaucracy, observed that "governance is also a process of socialist education." Hence Mao launched the
'Social Education Movement' in
1963. It was to last until
1966. It was also known as the 'Four Cleanups Movement.' Its goal was to cleanse politics, economy, organization, and ideology.
