The Second International Baha'i Council was appointed by Mason Remey in 1966. Joel Bray Marangella was appointed its President. Unlike the First International Bahai Council, this council was activated by Mason Remey. According to the Orthodox Bahai Faith, with both a letter appointing him Guardian and the activation of the Council as the embryonic Universal House of Justice whose President can only be the Guardian of the Faith, Joel Bray Marangella became the third Guardian of the Orthodox Bahai Faith.
