Penns Grove is a borough located in Salem County, New Jersey. As of the 2000 census, the borough had a total population of 4,886.

Geography Penns Grove is located at 39°43'41" North, 75°28'5" West (39.728188, -75.468050)1.

According to the United States Census Bureau, the borough has a total area of 2.4 km² (0.9 mi²). 2.4 km² (0.9 mi²) of it is land and none of the area is covered with water.

Demographics As of the census of 2000, there are 4,886 people, 1,827 households, and 1,231 families residing in the borough. The population density is 2,028.5/km² (5,275.8/mi²). There are 2,075 housing units at an average density of 861.5/km² (2,240.5/mi²). The racial makeup of the borough is 48.85% White, 39.75% African American, 0.37% Native American, 0.29% Asian, 0.16% Pacific Islander, 8.13% from other races, and 2.46% from two or more races. 17.29% of the population are Hispanic or Latino of any race.

There are 1,827 households out of which 38.4% have children under the age of 18 living with them, 34.6% are married couples living together, 27.5% have a female householder with no husband present, and 32.6% are non-families. 28.1% of all households are made up of individuals and 13.0% have someone living alone who is 65 years of age or older. The average household size is 2.67 and the average family size is 3.26.

In the borough the population is spread out with 33.0% under the age of 18, 8.9% from 18 to 24, 27.9% from 25 to 44, 18.5% from 45 to 64, and 11.8% who are 65 years of age or older. The median age is 31 years. For every 100 females there are 85.5 males. For every 100 females age 18 and over, there are 79.6 males.

The median income for a household in the borough is $26,227, and the median income for a family is $34,076. Males have a median income of $30,871 versus $20,983 for females. The per capita income for the borough is $13,330. 21.0% of the population and 18.1% of families are below the poverty line. Out of the total people living in poverty, 29.1% are under the age of 18 and 13.3% are 65 or older.
