The
Korea Energy Development Organization, or KEDO, is a consortium of the United States, South Korea, Japan, and the European Union that is responsible for carrying out the
1994 U.S.-North Korea nuclear pact. KEDO discussions take place at the level of a U.S. Assistant Secretary of State, South Korea's deputy foreign minister, and the head of the Asian bureau of Japan's Foreign Ministry.
