Keith Shine is the head of the Atmosperic Radiation and Climate group (http://www.met.rdg.ac.uk/~radiation/group2) and a professor at the University of Reading's meteorology department, which is recognised by the World Meteorological Organization as "one of the world's principal centres for advanced training of meteorologists." Professor Shine was a lead author of Climate Change 1995, the 1995 IPCC report on global warming.
