Demographics As of the census of 2000, there are 27,362 people, 11,643 households, and 7,241 families residing in the city. The population density is 777.9/km² (2,014.7/mi²). There are 12,402 housing units at an average density of 352.6/km² (913.2/mi²). The racial makeup of the city is 82.50% White, 13.68% African American, 0.27% Native American, 0.84% Asian, 0.08% Pacific Islander, 0.65% from other races, and 1.97% from two or more races. 1.80% of the population are Hispanic or Latino of any race.

There are 11,643 households out of which 28.8% have children under the age of 18 living with them, 43.3% are married couples living together, 14.8% have a female householder with no husband present, and 37.8% are non-families. 32.1% of all households are made up of individuals and 10.1% have someone living alone who is 65 years of age or older.
