The 
Foraker Act of 
1900 established a government for newly acquired  (as a result of the 
Spanish-American War) island of 
Puerto Rico. A Governor General with a veto and a council of  eleven appointed by the 
President of the 
United States governed the island.  There was a popularly elected assembly as well.
