First class airport

First class airports (第一種空港) in Japan are ones run by the Japanese government or local governments a among about 80 airports in Japan.

They are Narita Airport, Haneda Airport, Kansai International Airport, Itami Airport.

According to the Airport Development Law[?] (空港整備法), the government pays any budget for building airports and maintains them. However, in general case, passenger terminals are given to private coorporations to run them.

Regarding Hijack of an ANA plane (July 1999[?]), the family of a killed pilot sued the governments to compensate their loss, for the reason that Haneda Airport is classified as a first class airport.
