Geography According to the U.S. Census Bureau, the county has a total area of 662 km² (256 mi²). 658 km² (254 mi²) of it is land and 5 km² (2 mi²) of it is water. The total area is 0.69% water.
Demographics As of the census of 2000, there are 15,307 people, 6,108 households, and 4,434 families residing in the county. The population density is 23/km² (60/mi²). There are 6,824 housing units at an average density of 10/km² (27/mi²). The racial makeup of the county is 99.07% White, 0.11% African American, 0.24% Native American, 0.03% Asian, 0.00% Pacific Islander, 0.06% from other races, and 0.49% from two or more races. 0.53% of the population are Hispanic or Latino of any race.
There are 6,108 households out of which 32.30% have children under the age of 18 living with them, 55.40% are married couples living together, 12.90% have a female householder with no husband present, and 27.40% are non-families. 24.60% of all households are made up of individuals and 10.70% have someone living alone who is 65 years of age or older. The average household size is 2.48 and the average family size is 2.94.
In the county the population is spread out with 24.20% under the age of 18, 9.10% from 18 to 24, 29.20% from 25 to 44, 24.20% from 45 to 64, and 13.50% who are 65 years of age or older. The median age is 37 years. For every 100 females there are 93.80 males. For every 100 females age 18 and over, there are 91.20 males.

Out of the total people living in poverty, 32.30% are under the age of 18 and 21.50% are 65 or older.
